That makes more sense now, thanks! 
They should  make a better distinction between the unit types in the diplomacy screen instead of just listing everything together.

What quest is it about then?
When it says use any kind of spies -> agents / spymaster (humans)
When it says use any kind of scouts -> scouts / rangers (humans)

yep, agents are a type of spy, and should work if the quest called for spys and not scouts. Your title makes it misleading, because the agents will NOT work on scouting quests, only spy quests

The quest says "Using any kind of spy".  Is an agent not a type of spy?

You should read the quest better.
Some missions need scouts and some mission need agents.

because the quest didn't ask for agents (spies) but asked for scouts...

I send agents and get the "Spy mission to square ###/### completely successful!" message but don't get the quest completed.  Why not?

It works with scouts.
