Why can't I scout this city?

   As city pop decreases, it is harder for the attacker diplos to succeed.  Strangers stand out more in smaller cities than larger cities - is how the description puts it, approx.
Also, I think if you sent 23 scouts/spies and received a report then those missions were lucky.  I use 5 scouts in the field just to avoid fails when there is no possible defense.

I have found team sizes required for success are much larger than 23.  And Critical Hits seem much more frequent than 9 months ago.
