So wouldn't that mean he'd eventually have the stop being ranked 1 in attack? Since he'd run out of commanders and people would eventually pass him?

Attack points are for kills, not experience.  The relationship between score and commander experience is as siblings, not parent-child.

Isn't attack rank based on the gold p/h of the defending units?
So attacking siege engines would raise attack quickly?
