Good summary, Le Roux. I would add to the bottom of that list: GC personalities who many people would jump to defend, regardless of affiliation. Also traders who can significantly shift the markets (pre-departure Bonaparta comes to mind).

I would say strongest player is that with one 0 pop city and who is still activ.He can never be destroyed no matter how big force is used on him :)

I'd guess the list is much like:
1a. Player(s) who can dictate or persuade unified action for the "Coalition" 1b. Player(s) who can dictate or persuade unified action for the "Alliance" (interchangeable with 1a.) .... ( big gap ) 3x. - > 3y. Leaders of individual alliances with a military bent ... ( gap ) xyz. War hardened individual players with multiple perma sat accounts ... ( big gap) XXXX. The rest of us . . .

Those individuals (leaders) who control the largest blocks of military might are the most powerful players in Illy. The list would be pretty easy to compile.
