Militarily, does "Fresh Water" count as plains, forest, hill, mountain, something else? Can you seige from "Fresh water"?

Coastal ocean and river borders count as plains, I believe (although I don't know if plains equipment would function correctly there). You can't just put an army on any fresh water square, it has to be one that you could actually claim for sov. I believe that all fresh water squares adjacent to a land square are considered coast, and can be occupied and claimed.
This is different than inland lakes and lochs. These former impassible squares now count as a small hill. Again, I don't know if equipment functions correctly on those squares. |

They count as plains, and I'm almost positive the equipment works as usual.
