I am still trying to figure out armies and commanders. From what I can tell you actually have to fight another army/troops to gain exp for your commander, correct? I have a bunch of cities around me that look like people have just abandoned and when I attack them they have no units and my commander xp never goes up.
 
I have a city near me that has nearly the same population as I do so I figure is at about the same level as I am. I could outright attack it but making enemies at this early stage could cost me. So I proposed to my neighbor that we meet on the plains with a commander and 10 spears each just to see what would happen. I figured we couldn't do too much damage to each other and wouldn't lose anything too valuable at this early stage. I haven't got a reply yet but is there a way for 2 armies to march to a location and throw down?

The easiest (least likely to attract unwanted attention) method to gain XP is to attack the NPC wild beasts which randomly appear several times a day in the same squares that caravan-harvestable resources also appear (on tiles like dolmens or ancient forests).

Still, if you want to fight such a "duel" between players for some reason, all you have to do is to use the "occupy territory" stratagem (you have to research it first, 100 RP, 2hr 30m, Requires Barracks at lvl 5) on the square you want the fight to take place.

But make sure you scout the size of the NPC army. If you want to level your commander he has to be alive after the battle

Even commanders that die in the battle gain XP. But you have to revive them afterwards, which costs a lot of gold (especially at higher levels) and takes a short while.

Well, if the commander is dead, normally you won't be needing him/her during the resurrection time since the army the commander controlled is also dead to0.

And if you do have a replacement army, why didn't you bring them also?   Or your army is pretty small to begin with...

I believe it costs 100 gp per level, but here's a trick:  Go ahead and send your commander on multiple suicide missions and keep reviving him, but don't level up your commander until you get a ton of XP.  Each resurrection will cost only 100 XP.  When you don't want to sacrifice him anymore, level him up.

Disclaimer:  I haven't actually done this myself.  The only way I see it not working is if the ressurection cost is also based on the number of times a commander has been previously ressurected.  I've only ever ressurected one of my commanders once, so I don't know if this happens or not.

i tried what shrapnel suggested with a newly minted commander. i took him and a spear (you must have someone else in your army besides a commander) against a pack of bears. i gained 1xp for the encounter. at that rate the strategy would be useless.

perhaps if i had more troops along i might have a shot at more xp. i'm not sure i would want to keep sacrificing troops though at this early stage of my game because it is relatively difficult/costly to make them.

i am going to send him against some wolves and/or snakes if i can find some and report back my results.

i found a pack of wolves and instructed my commander to go after the babies first. i must have gotten some because i got 8xp in the encounter.

You need to do damage.  Not just be cheap and throw the lemmings at the wall 2 by 2... 
Aim for Packs and Handfuls near you.  Forget anything 'more' for the time being.
And don't worry about that sentiment, you don't really need a standing army at that stage anyways.
Also, T1 Yeoman commanders... don't get yourself in a knot over leveling them.  They arn't the best commander material.  Once you get your first slinger commander, run with that, unless you want to aim higher...

Plus, if need be, you can hire me to defend ya, you are pretty close...  >.>  (You'll need to be in an alliance who would nap [MERC] before I can do the defending ya part.)
