   Make them useful or just remove them from the game..
Currently Vaults are totally and utterly useless, they need a huge increase in the res and adv res that they protect, currently they protect less res of any kind that i make in a few hours, and new players dont suffer thief attacks since they dont have any res or adv res in any quantities anyone wants.

So either increase it or just remove it, no need to have it take up space on the list of buildings...
