Will the vault eventually be used to secure our new resources? And if so, will it protect the same amount as it does for advanced resources? 
Make it your ambition to lead a quiet life, to mind your own business and to work with your hands, so that your daily life may win the respect of outsiders and so you will not be dependent on anybody.

The dev's notes say that these resources are exempt from looting - for now.
Suppose they gave a war and nobody came?

Yes but when thieves come back into play I would like to know if vault is worth getting. I asked Luna but she was not sure. So I'm more asking TC or SC :P

I would love for the vault to finally have a major use like this but I guess I might just have to wait to see how it plays out.
