I have played a game (Call of Roma/Caesary) where this game mechanic existed. In that game, cities could not be destroyed by another player, as I recall, but could be colonized.
If the vassal city "tithed" a portion of food, gold and/or research points, that could be a strong incentive to attempt to colonize people, perhaps making wars more about economies than personal animosity and of course making it easier to achieve more than 20 cities (which is currently pretty darn hard). Since I don't enjoy war that much and don't have a desire to have more than 20 cities, this would not be particularly beneficial for me, but I think some people would enjoy it.

There is a lot of discussion in GC about the game being a little dull, the need to liven it up with war, but the vast majority of players NOT wanting their hard built cities destroyed or taken so....
I played in another of these type games where player cities could be "conquered" by another player instead of destroyed. Conquered cities would then have to pay a tribute fee to the conqueror until such time as they could defeat the garrisoning enemy or they enemy withdrew their garrison. I would suggest you consider this type of scenario as a possibility, that players could conquer their neighbors, establish a tribute system of gold or resources or both. Eventually, and not to ruin the above suggestion by adding complexity, but... players could be granted titles based on the number of towns they had conquered, and conquered cities might be given the opportunity to go from conquered status to true vassels, which then would mean they were voluntarily paying tribute but then obligated the overlord to provide some defensive troops. In any case, it might make war more appealing if instead of risking the destruction of what you had built, you instead risked being conquered, a condition which could be relieved with help from friends.
