Change: Cancelling Spells
When you cancelled a spell on another player (either offensive or 
defensive) it used to inform the targetted player who the original 
caster was.

This is no longer the case.  Caster-cancelled spells simply announce 
that they have been cancelled, and do not identify the player who 
cast/cancelled the spell.

Buglet (resolved): Sabotaged building refunds
An issue with the percentage of materials salvaged from sabotaging a
 building under construction has been resolved.

Buildings that are under construction now have a maximum of 80% of 
materials refunded in the event of sabotage immediately after 
construction has begun.

This salvage refund percentage drops down to zero when there is only 20%
 left of the building to construct.
