No it cannot, but you can achieve a similar effect by casting the same spell that the other city is suffering from (say, sharp frost) with more spell power than the current spell. That will cancel the hostile spell and start your own, at which point you can cancel your own, leaving the other town home free.

I should note that this is in fact vastly more mana efficient due to the spell's multiplier.

maybe its because you don't have certain plug-ins? try updating your firefox browser or the plug-ins...
