Maybe armor recovery can be a high-level research upgrade that comes later and only has a chance to recover equipment.

Disbanding Units, Retiring Commanders
Yup. You can now be rid of - permanently in the case of units, and needing resurrection in the case of commanders - your unwanted units.

Units you wish to disband or retire must be in your Unit Pool first; so for military units, you must either retire those unwanted commanders from their divisions, or in the case of units, put them back into the Town's Unit Pool. Both operations are perfromed from the Armies submenu in the Barracks.

To disband units or retire commanders, simply go to the "Present" screen on either the Military Summary or the Diplomatic Summary, enter the number of units you wish to be rid of, and hey presto - they're gone.

Please note that you do not receive any reimbursement for disbanded units or retired commanders; except, of course, that your upkeep will change.
