Any city may send resources to any Hub, even if a trader is not present. However, without a trader present at the Hub, you will be unable to place Buy/Sell orders or move the resources stored there to other locations.
All goods from the same player, regardless of sending city, are available for a Trader from that player to direct at his Hub.
Picking up goods at a Hub requires you to have a Trader present at the Hub. You will also need to send caravans to the Hub with Orders to remain at the Hub. Once the caravans are present with the Trader, you may then use the caravans to move goods to any of your cities or any other Hub.
Once a Trader has placed his Buy/Sell orders at a Hub, you may send that Trader to another Hub and the existing orders at Hub A remain in place. So, you can have a "Traveling Salesman" if you wish.
Remember to send gold to the Hubs you wish to trade at. Both Buying and Selling (to pay taxes) require gold at the Hub.

Edit: Slararius beat me to it and made the explanation sound a lot less complicated!
Yep and the research you must learn to send items to a faction hub is Guild (4 hours), Merchants Guild (2 day) and Faction Markets (2 hours).
Oh and any town that has learned Faction Markets can station caravans at a trade hub that has a trader in the hub. But only the city with the trader in that faction hub can tell the caravans what to do.
So city A puts trader in trade hub. City b learned faction markets and can store caravans in trade hub. But only city a can tell the caravans at the trade hub what to do.

Any city with the Faction Markets research can stage (place, etc...) caravans in the trade hub network. They can be moved around just like caravans from the city with the trader. I have caravan's from three cities moving around between hubs. All my traders are from one city.
Any caravan from any of your cities can send trade goods from any hub (that the caravan is at) to any of your cities. The caravan's "home" city need not be the one receiving the goods. I accidentally sent goods to one of my cities that didn't have a trade caravan at any hub.

Ok I'm going to try and summarize what I am learning, please correct these statements if inaccurate:
All cities with researched ability can send resources to any trade hub.
To pull resources out of the trade hub to any of your cities you must have caravans stationed in that trade hub as well as a trader in that trade hub.
Only the city that sent the trader can station caravans in the trade hub.

To add one thing; only the city with the trader can send out resources from that trade hub. You can send resources to any of your towns or to another trade hub, but not to another player.

To send resource any city have to research the appropriate ability, but don't need to build any trading building or have traders. Edit: beware, if you don't have a trader in the hub, you can still send goodies, but will not be able to get them back until you don't send a trader there...
Having a trader in an hub you can trade into that hub, AND send resources to any of your cities. You will need to allocate vans to the hub (there is an option to send additional vans, or just you can send goodies and click the option to leave the vans into the hub).
Actually a minimal, but effective trading plan is:
1 city with both trading buildings. Here you build all your traders. all other cities just research the ability to send/receive goodies.
