This alliance was
created with trade in mind. Every member must be peaceful to other
players in the game of Illyriad. Attacking via diplomat, troops or
scamming players will not be tolerated. One bad action from one member
can reflect a bad image for the whole alliance. Among the other aspects,
there will be a high council and a member branch that divides the
alliance. The high council will make the decisions of the alliance as a
whole. Members not in the high council can vote to veto a decision made by
the high council at anytime. 55% of the member base need to cast a
ballot (yes) to veto a decision in order to veto a high
council's decision. The high council can
vote as well to defend their decision whenever the regular members decide a
vote is in order to veto a decision made.
I believe the smaller players and the regular members need to have this
power to veto decisions against the high council at all times. I do not
want any high council member turning this alliance into a one mind think tank.
There will be rules that can not be reversed at anytime, even through
vote. These rules will be what defines the alliance and if they change,
the alliance meaning will no longer exist in my view point.
So yes, I care more for the regular members more than the high
council. Because the high council is more likely to abuse the system
compared to regular members.
The high
council members consist of:
-President- This title is the voice of the alliance
in affairs with other alliances via diplomacy, trade, and if it comes to this,
times of war. The President can make an emergency decision for the
alliance, however the trade members and high council can overturn this decision
if they do not like it.
-Minister of Finance- This title controls the
alliance finances and is the mastermind behind the alliance trade machine.
-Representative
of Members- This title is the voice of the regular members. This
player listens to all concerns by the member base and will also let the member
base know on decisions from the high council.
-Minister of Defense- This title controls the
alliance military in times of war or against factions.
-Vice
President- This title assists the other high council members in their roles
and decisions made. When the President is not available, this member can make
an emergency decision for the alliance with the same veto rules applied if a
trade member or high council member disagrees with the decision.
The regular
members consist of:
Vote General- This player is the highest
ranking regular member that controls all polls via petitions of no-confidence
of the high council members, new elections of all positions, and vetoing
decisions made by the high council. There will be two Vote Generals just in
case one is not available.
Trade member- Can vote on anything, can
voice concern to the Rep of Members, and can ask for a veto or no-confidence.
Once a member has reached this level or a higher rank, the member has access to
invite a member in the alliance.
New member- Has not been in the
alliance for 30 days yet and has no right to vote on anything.
Other Rules:
A player
inactive for 21 days will lose their position and member status in this
alliance. These members will be put in a suspended member status
for another 3 weeks . If they come back, all the members in the alliance
will vote to see if they want this member back or not.
A player can
leave this alliance at any time. No harm or ill will will happen whenever
a player leaves this alliance.
All positions
in the alliance (High Council) will be for only 3 months, except the Vote
General which will last for 6 months and the new elections will be announced.
If a high ranking member or Vote General is
inactive for 21 days, these members will be put in suspended member status.
A trade member or high council member can
disagree with a decision and ask the alliance to vote against the
decision. A trade member or high council can either ask for a 3 day vote
or a 7 day vote to overturn the decision made. The same rules apply if a
trade member or high council member has asked for a no-confidence vote to
remove a high council member or Vote General. In order for a decision
reversal and no-confidence poll to be passed, there will have to be 55% of the
member base voting yes for decision reversal and a no-confidence poll to be
passed.
