It was that message from the fortune teller that prompted me to look around. I am tossing 5k T1 scouts at each hub. I've already hit Jannu and have another round on the way again. I'll post some reports after I collect a few.

I found just three hubs in Elgea that have the "send diplo" option without having to do any URL manipulation tricks. Is there anything to this? Do we want a public place to post your findings after hitting these hubs with a variety of diplos?
Other thoughts and obscure conspiracy theories welcome.
