Suggestion then: (a) When sovereignty is no longer sustainable (due to gold or research being zero, and resource-per-hour being negative), then activate 'Cancel Sovereignty' for as many squares as needed to make the relevant resource-per-hour positive. Do in this order, until satisfied:
(b) Patch up the existing cities affected by this. Those squares are incurring charges, so I think all the data is there for fixing -- if the flags are lost, then they could be recovered by testing for +res/hr (the condition that led to the fail).

yeah that kind of algorithm would be better rather than rescind all sov...
I would add distance factor to sov de levelling algorithm. More distant sov claims should be delevelled prior to near ones, since more distant ones require more gold and research point upkeep. With such algorithm I would lost only 1 lvl 3 military sov including sov building... Nothing serious. |

I would add instead that they be ordered by gold/research (whichever is deficient) maintenance cost, within each group.
This gives a little finer control over the ordering of sovereignty calculations. e.g.

Revised list - downgrade sov squares in this order:
Within each line above, start with the costliest square for the depleted resource. * Don't downgrade a square if it is boosting the depleted resource.
