I know we can't Outfit commanders yet. Was just wondering.

If a commander is a T2 infantry that takes 2 swords, 1 chain and 1 plate to build, can you outfit it with 2 crafted swords, 1 crafted chain and 1 crafted plate?

is it just commanders we can equip? I thought all troops could be given new weapons and armor.
