Alliance Chat Issues

   Multiple people from different alliances have been reporting issues with their alliance chat not updating for periods of minutes to hours.  Petitions are being filed.
Here's a snipped from the gc discussion of the problem.

	Indeed, I've encountered this issue. I've noticed if I use ctrl + F5 it updates the AC again.
