   Hello !
I want to create one mechanism to estimate somebodies cities value in gold. For this we can vote for some like "how much it will cost to capture this city with force". The lowest bid wins. 

Lets give a one concrete city as an example located at the -103|-83 .  If you bid, it means that you have some ability to realaize capturing or destroying this city in terms you note.
