I am a dedicated quester. I have some towns with a maxed tavern and some with a lower level tavern
I have noticed that I always get the new level 1 quests in my town with the lowest level tavern first. Isn't it supposed to be the other way around? Why does my small town with lower level tavern get quests faster? Is this a bug? Does the tavern (as a bug) increase the time it takes to get new quests? Or am I missing something?

I don't know. I notice there are two functions listed in the tavern:
Upgrading the tavern increases the amount of time you have to complete a quest by 1% per level as well as increasing the speed at which new quests are offered to you by 1% per level.
It occurs to me that having more time to complete a quest could translate into more time until the next quest appears, but this doesn't seem to be the intended function.

The "time to complete" part should have no effect if both towns say "completed". I complete the level 1 quests in my small town with lvl 8 tavern and in my big town with level 20 tavern at exactly the same time (well... within 10 seconds) and my small town will have new quests about 20 mins to half an hour sooner.
I think the description:" ...as well as increasing the speed at which new quests are offered to you by 1% per level." translates to the actual effect: "increase the TIME at which new quests are offered to you". That is clearly a bug. Unless someone can tell me otherwise? I will post it in the tech support section as a bug if noone can explain why this happens.

I read "increasing the speed" as "DECREASING the time" at which new quests are offered to you.

I'm still confused. I petitioned this bug two weeks ago. In my opinion it is a very large bug.
The total failure of a building that is important for everyone who quests. Why is this not getting more attention? Don't people care their quests come 20% slower instead of 20% faster with a lvl 20 tavern?
I am now totally certain this is the case. I watched my quest timers for weeks. The lower the tavern, the quicker new quests come...

Not to mention that, from a programmers perspective, this is a super easy to fix bug! It won't require more than 5 mins.
Just some line somewhere that says 1 + (tavernlevel/20) has to be 1 - (tavernlevel/20)

I seem to recall a very long time ago, well back in V1, that there was a bug fix that made quests generate quicker for those with a higher lvl tavern rather than take longer as was the case before. It seems, by what you're saying, that this bug has reappeared.
