Sovereignty Screen Update

   Now that we can have up to 150 sovereignty squares, I think these changes to the Sovereignty screen would be nice:
At the top, display the total number of sovereignty squares held by the current city.
Have 3 collapsible categories (the type used in Account & Preferences screen, or for the individual sov).
The top category would only have sov squares with a building/upgrade on them.
The middle category would list sov squares that are level 2 or higher, but do not have any upgrades on them (and therefore not listed in the top category).
The bottom category would be for all the sov squares not listed in the first two categories.
