A PLEA FOR HELP!

I agree with the unmoderated alliance chat 100%. Alliance chat gives players a good place to vent their feelings while hidden from the public eye to a greater extent/with people they know/are getting to know better. If things get out of hand in alliance chat it is alliance leaders/directors responsibility to keep their members in-line, and they have plenty of power to do so (removing unruly players from the alliance for example, in extreme cases) and of course, as has already been pointed out, there's petitions for serious T&C infringements, although after a year playing Illy I've never heard of such a case, at least in all the major alliances I know.

And I have no problem with established members of the community stepping up to help out with General Chat moderation. I guess there is always the "abuse of power" question to deal with when there are moderators with a vested interest in in-game politics. IMO it would be very easy for devs to check moderators and a mod who steps out of line would be very rapidly reported by other players and dealt with I believe. I also think any potential moderators would be very unwise to try and 'moderate' people in general chat for discussing in-game politics that they didn't like anyways; doing so would only highlight the issue to the rest of the community and force a general conversation in GC into a serious conversation elsewhere behind closed doors.

And I agree with mananan that a few extra moderators ONLY for global chat would go a very long way, there is already an established bunch of veteran players (who regularly check into global chat to say hi and help new players with questions/resources etc.) that could be candidates for P-mod status. And if doing so freed up a little extra time for the devs to do even more development work that is the biggest + in my mind.

With alliance chat it should be down to the leaders to decide what is acceptable and what is not. Offenders can always be booted out into the general populace as SC said. And really bad offences can also be petitioned.
