gold does not use the store house.   I've captured a city which had 50million gold stored....

Which is why the theiving missions must start with the first bombardment and continue non-stop to the bitter end.  Obviously, this works best with close targets and many players conducting the raids.

Ah, but the bombardment also destroys the storehouse and by consequence the stored resources (all except gold/mana/research).  Advanced resources are storehouse limited as well, so in the end there can be at most 500 of each for the taking.

Send thieves and armies into the city while you are still in the bombardment phase to steal the resources that the defender salvages from the bombardments.
 
You can delay the actual time of the Razing until you have depleted all the resources in storage.

I was not thinking of it in a way of extra rewards. But more regarding whatever resources are there at the time.

When we conquer a city we get whatever is left....something like that.

Its a good point, lots of bigger players could just go on a rage of destruction with small players all around them and trash them just to reap the rewards, that would just drive them from the game.

We really don't need a reason/reward for destroying cities outside compelling human interactions.  The devs have gone out of their way to minimize the usefulness of rampantly terrorizing neighbors.  Start rewarding destruction itself and the whole game will change for the worse.
