Provide Base Allotment of Diplo Missions Per City

   I understand why there was a limitation placed on the number of diplomatic missions allowed per city (because diplo spam was clogging up the server). However, I think it makes sense to add a base number of allowable diplomatic missions per city, similar to the way that caravan speed starts with a base of 20 and moves up from there.
I suggest this because new and small players who may have low-level consulates are severely limited in the number of diplomatic missions they can have abroad at the same time. Adding a base of 5 missions per city (plus levels of consulate plus levels of foreign office) would not either overload the server or make the benefits of additional consulate and Foreign Office less valuable, but it would make a significant difference in the lives of relatively small players.

New players send diplos to do quests and to do mysteries such as Allembine as well as to explore their environment. Having a few extra diplo missions would not significantly affect game balance in the long run, but would make the short run more fun.

	I agree with sonnet with one ammendment. Lvl 1 consulate gives 5 missions but no increases until lvl 6. At that point the number increases as it does at present.
