Though slightly surprised that some random noob hasn't actually considered just doing it for gold. I considered just making a 2nd account every so often to terraform a square here and there for a 7 food spot in a more ideal location. I imagine some would pay a good bit of gold for the month or two of work that it takes to exodus then tendril.

Nice idea it really is getting crowded.  I think there are also lots of inactive players in the newb ring so a lot of that land is actually free.  

But that sounds like an interesting idea, good luck.

Yes, I was being judgmental.  I know it is an exploited glitch, but if the Dev's had wanted 7 food in the arctic and in the desert, they would have placed it there...  and I will say nothing more on the matter.

Is it places with 0 as any value or is it just places with all 0 values? If it's all 0's there's tons of space you could do this with however if it's 0 on any value, it does have much more limited use in arctic/desert regions. Though you could use this allow yourself mass sov bonuses in other areas. Why settle for 5 5 5 5 5 plains with no bonus when your can make it so all your cities are surrounding in 7 foods with bonus to cav production for example? It would be very time consuming to do but could create insanely powerful locations.

River sov fixes the second problem. http://elgea.illyriad.co.uk/#/World/Map/-921/859 is an above average spot if you teleport in 7 farm plots. There are others out there as well; it would take a lot of time but you could easily find room for 10 cities. 
The simplest way to do it would be to have a main account that sieges and continuously create, exodus and then teleport alts. Once an alt has used their teleport you abandon and have the main account siege the city. Repeat 8 more times and you have a fairly compact hub with above average food sov that's far enough away to make sieges impractical. 
The above method seems exploit-y to me and I wouldn't recommend it. Using your teleport to create an odd 7 food city for your 2nd city is clever but beyond that it drifts into abuse. An easy way to fix this if it ever becomes a problem would be to have all teleported cities revert to 5/5/5/5/5. You could still 'terraform' but the result would only be useful for the novelty of having a city in a weird location.

I filed a petition and GM Luna said this is perfectly legal.  However, she has also said that people should ask her whether things are allowed or not if they are concerned, so if you are concerned, you should mail her.
