in order to make the game even more decision making/strategick thinking  and less "just build all and it all good" i wanted to separet the gain at pop from the usage of building ... i mean there sould be a dilema on what to build other than build as much as i can cause "they give taxes anyway" ... my thotgh is that in a stragegy game decisions must be made .... 

so i propose to cut the "food consumtion/pop" from all the building exept 1 build ( new " house"  or old just pick one of the worst ) and alow multiple build of that kind .....
 the house building will be the only with pop
so you want gold taxes build houses ... you want weapons build factories.....

also a super easy idea from coding prespective if they use the old build
