The Order of the Trout is clearly an Illyrian masonic lodge of some type, similar to the illuminati, or should we say Golden Dawn.

Mannanan opperates the construction and recruitment of this selective and secretive organisation under the pretence that it is a mere folly, an entertaining sideline in a wargame in which politics trump war at every corner.  However, the politics of 'The Order' should never be underestimated.

The strench of the trout now pervades Illyrian society not only across regions but across many alliances also.  Infecting many of the powerfull alliances even those at war against one another, but do not be fooled by this, the trout is not neutral.  The trout exist within alliances to create war, weakening and flattening the mighty organisations of Illyriad ensuring none attain an absolute elite structure.

This in turn will in future lead to The Order itself attaining such standing at which point all who do not bear the trout medal will be but pawns in the final Trout Game.

We must at all costs limit the pervasive strench of the trout, limiting its spread across our land.  That is of course unless I done such a medal, in which case we should all embrase the trout, as there is no-one as trustworthy and honourable as myself. 

After all who could not trust a character that has survived not only the Valar conflict, but also that of the Black and White war, compared to the evil genious that is Mananananananan.
