CENSUS
Occasionally the alliance will conduct a census of resources and capacity. All members are to complete and return the census form. Reference TLR Constitution, Article 1
EMERGENCY POWERS
During times of emergency, the Great Prophet, who is the TLR Commander-In-Chief will exercise control of all member's military forces at his discretion. Emergencies are defined as any event in which the well being of a member or the alliance as a whole is threatened by an outside party. Reference TLR Constitution, Article 2
MINIMUM DEFENSIVE CAPABILITY
Members must ensure they have the minimum infrastructure to build and support a small defensive force. The force and commander must be assigned to an army. Reference TLR Constitution, Article 2
SPECIALIZATION
Members with two or more towns must have at least one town focused on military. Reference TLR Constitution, Article 2
CONTROL OF TLR LANDS
Members are free to do with there land as they see fit within the limits of TLR law. Within an alliance home base any new settlements, free moves or Exodus moves are to be approved by the Secretary of the Interior or his appointed representative before the move is made.
