The Devs have already ruled on the subject of posting messages outside the Illy Forum. It's been mentioned many times and I presume will be mentioned again shortly.

We did bear this in mind. However, if you review the Code of Conduct & Rules thread, you'll note that prohibition of posting IGMs appears in the "Forum Specific" and "In Game Specific" sections. The Times is not published directly onto the forums nor in-game, therefore we believe that our use of IGM content does not violate the terms. Of course, we shall be appreciative on any additional feedback from the game's developers on this matter if there is a concern.

It is worth mentioning that both The Honey Badger and Walkyr consented to the use of this content and were instrumental in helping us put the piece together. Thanks to both of you again for being such good sports about it!

Varda Battle Calc offers the same feature, you can upload your battle reports there and can be published publicly. 

and I think The Herald does this too. :)

I suggest that the Times editors check with GM Rikoo to ensure that they are not running afoul of this ordinance.  Whilst the use of prior restraint to censor independent journalism is an interesting topic of debate, the developers in the past have not brooked arguments of that nature.
