	Sov. resource buildings provide a percentage boost, so if your base production is low, you won't get much of a benefit from sov. You should bring up your base production first (alongside your total population), then focus on sov.

	Perhaps it's not useful for me, because we need after. I have a lot of resources, too much. Buildings cost/time always force me to upgrade storehouse or waste resources.

	What is the way? Put the taxes at maximum level and get the resources by sovereignty, or produce the resources in the city with a low tax? I can use soverignty but i don't know what is the way.. the real us of this. Enlight me.
