I'd like a small grid, just like the World Map page, say 11x11 squares (a 5-square reach), that shows the sov squares around a city.

When you hover over the (existing) Sov bars below, the grid is highlighted, and vice versa.

The grid itself should be fairly small, and graphically show the Sov Claim level, the building type, and its level. Hovering over the grid squares shows the sov bonuses and costs in a side-panel, just like the World Map. Other players' Sov is visible, so that you don't mistakenly think to want to claim it.

Far-reaching claims could be listed in an extended 3x3 table.  The center would be the 11x11 square map, and the border cells would just be a list of coordinates/tile icons in those general directions.  This would accommodate any volume of outliers while clearly mapping most typical sovereign claims.

A side panel would be too small for the control area though, so instead we could make hovering over an icon produce a popup/tooltip that provides more textual info and clicking on it set the contents of a panel below in very similar fashion to the current accordion panel contents.
