I don't understand Sovereignty. Is there a place that explains it in detail? 

One immediate question I have is how long do you pay the Research and Gold cost? I assumed that was only during the claim. However, I've reached 100% and I'm still paying the cost.

Do you pay in gold and research the entire time you claim sovereignty? What happens if you increase the level? What's the point of increasing the level?


Thanks. I've been curious about sovereignty and found very little information about it.
