Choose a Structure to build from the options below: 
You have already built 20 structures on this town's Sovereign squares, and your Sovereign technology level only allows you to build 20

will only let me build 20 
I have finished the tech to unlock more structures  up to 100 and working on the 150 
what did I miss that I cant build more??

Serjeanty allows up to 150 sov squares, not structures. Subjects allows up to 20 sov structures. It is the maximum.

Yeah. The other 130 squares are kind of useless.
