it depends on weather you want to capture the city or not, and on weather your pop level allowes you to take the city or not.

Stuff to consider for Conquest: Original Population Size of City (+4k is best) Distance of City from your areas of influence Do you want influence in the area that city is at? If you can or cannot get another settlement.
For all other times, if you intend on destroying the city, just raze it.

So,Say I Captured the City For my own Uses,Do the Resource levels drop,buildings dissapere?What are The Pros And Cons?Sorry Im Not Quite Familliar With Sieges.

The big advantage of capturing a city is that it will have a big portion of the research done (depending of the size of the city) This is a considerable factor to take into account.

You inherit the city with whatever building levels are left after the required 75% damage done by your bombardments.
The city will have zero stored Mana and Research but other resource levels will be preserved upto the current level of the storehouse. If your bombardments flattened the storehouse then bad luck for you.

Simplified and Clear Version
Pro: You capture, for example an originally 4,000 pop city. Your new city now starts with 1,000 pop. You don't have to build a new city up from 0-1,000 pop. You have the original research already done for you. You keep whatever resources that is still fitting inside the cities storehouse/warehouse. You saved a city from being totally wasted!
Con: Location of City may or may not be too far away. City is on bad terrain for you overall strategy. Has no mana or research stored. (Negligible.) Original military commanders are gone. (You would not have gotten em anyways.)
