siege weapons

   I have a question , hopefully someone can help me ,

When we reach level 15 barracks and the 2 techs necessary to build siege weapons, 
are we able to lay siege to a town ??
Or is that only upon reaching level 20 barracks and the tech siege encampment???
if it is the level 20 and encampment, why do they let us make the weapons and not be able to use them till level 20 and the appropriate tech??

	Hi Shorty At level 15 you can "Attack" with siege weapons; and if you army overpowers the defenders army your siege engines will all take one shot - potentially destroying town structures. With the siege encampment (lvl 20) you can set up a siege encampment which will continuously bombard the town after it has set up; potentially allowing you to raze or capture it.
