Quick one...can a siege army occupy any kind of terrain adjacent to the target town?

no...any square showing 0 resources cant be used

Not quite correct the non siege/blockade squares are  Lake, Loch, Volcanic peak, Fiery mountain, Canyon, Swampland. Or squares with a current occupying army or a city.
