Shields are implied in the game, otherwise the units doing the "Tortoise Formation" would look rather dorky. 
 
However I do like the idea of making them explicit and optional for troops using one handed weapons. 
 
Shields would increase defense with penalty to carrying capacity and movement speed.
 
The units that could use shields would be as follows:
 
Spearman: Would also penalize attack, since without a shield it would likely be wielded as a two-handed weapon.
 
Ranged (Orc): Orcs could still throw their spears while bearing a shield.
 
Infantry(Basic): Production cost implies that advanced infantry wield two swords, which is way cool, but would prevent a shield.
 
Cavalry

New troop type: Shield-Bearers

Defensive.  Either using Spear or Sword.  Excel at Defense vs Bows, less against Cavalry and Spears.  Decent vs Sword.
Attack value is on par with bow troops.

One thing i have noticed is that the soldiers in Illyriad have weapons and armor, but they are lacking in shields. I think that having shields in the game could perhaps create a better defense or troops and also more ingame supplies to trade with. The shields should be optional. when they are used to build troops they should have a small penalty inflicted on damage and carrying capacity. I think that there could be at least 4 types of shields: Leather shields, Light iron shields, heavy iron shileds, and magically enhanced shields that can block spells. the troops with shields will also incur higher upkeep, it's hard to carry a shield all day. this is my suggestion feel free to comment.
