Quick note, though: Army size doesn't do anything to population :)

Population is entirely based on the Civilian population of your town - ie the civilian workers in your buildings as represented by total food consumed hourly.

Hi Waylander,

Where you send him is up to you! It depends on where you want to settle your new city

Find a spot on the map, get it's X and Y co-ordinates, go into your Castle, click on Settlers, and you'll have an option to send out your settlers to that X|Y location there (providing you meet the minimum population criteria for your second city).
