I don't see much of a problem with that. It's a way to sabotage or make best use of resources, and opens up the social side of the game.

It should be kept simple, but rules could allow for cotters to bounce off, bump, or cooperate, depending on the alliance stance and the size of the armies involved. We don't have the guard/aggressive 'stance' for armies, that other RPGs have.

Your point (3) is interesting, but it would be an unmitigated disaster for rare herbs with, say, a limit of 5.  If your 2 herbalists are bumped by 4 confederated herbalists, the plant survives.  Otherwise it's dead faster.

Can we implement different rules for cotters/caravans?

I propose these rules for when a resource squares is occupied by your alliance:
  1. 'At War' vans/cotter arrivals will follow existing rules (bump or battle).
  2. 'NAP' vans/cotter arrivals are turned away,
  3. Allied and confed vans/cotter arrivals will co-operate, to fill up a queue of vans/cotters.
Perhaps (3) needs some explanation. Say you send 3 cotters to a square, then another 10 cotters arrive from your alliance buddy. Those 10 cotters will help your 3 cotters, to speed up the gathering operation, filling up your 3 cotters, after which, your 3 cotters return home full. At this point, the 10 cotters will not have gathered anything for themselves yet, but they then start gathering for themselves.

Geeky detail: 10 cotters will not be 10 times as fast as 1 cotter; there should be a power-law function, say speed n^0.7
