My guess would be that the items with penalties for biomes are intended to be a balance to the items with bonuses for various biomes.  One could argue "why should players who don't settle in biomes be penalized by not having something specialized for their area?"  The items with penalties for biomes could be the answer to this.

One could also see this as an advantage to living in a biome, since people outside biomes might make a lot of this gear and therefore be disadvantaged when they fight in a biome for which their gear gives a penalty.

I don't pretend to have "the answer," but those are a couple of different ways of looking at this.

Looking the new crafting items list we can notice two things about biomes:
  1. There are specific terrain crafted items (like mountain spear and such)
  2. There are specific biome crafted items (like artic spear and such)
  3. There are generic items with heavy all-biomes penalties
While I do understand point 1 and 2, which give us opportunities to build very specialized biome or terrain items, I don't understand at all point 3, which is going to heavily penalize a subset of players who clueless settled on biomes.

Having high penalties on a non biome specific crafting item, make this item not usable by a subset of Illy population, without a real reason (if there is one, please devs let us know).

Here a list of those items, with severe all-biomes penalties:
  • Chitin-Cored Bow (+8% Cav Def, +8% Spear Def, +8% Bow Def, +8% Sword Def, -16% in Arctic, -16% in Desert, -16% in Jungle)
  • Elven Spirit Bow (-12% Attack, -6% Cav Def, -6% Spear Def, -6% Bow Def, -6% Sword Def, +5% Move Speed, -18% in Arctic, -18% in Desert, -18% in Jungle, +6% in Day, +24% for Elves)
  • Three-Wood Bow (+5% Cav Def, +5% Spear Def, +5% Bow Def, +5% Sword Def, -16% in Arctic, -16% in Desert, -16% in Jungle, +3% for Elves)
Other items with all-biome penalties, but less severe:
  • Dwarven Champion's (+4% Attack, +10% Cav Def, +14% Spear Def, +14% Bow Def, +10% Sword Def, -25% Move Speed, +6% on Hills, +2% on Mountains, -10% in Arctic, -10% in Desert, -10% in Jungle, +8% for Dwarves, -12% for Elves, -12% for Humans, -12% for Orcs)
  • Ancient Pattern Armour (+10% Cav Def, +10% Spear Def, +10% Bow Def, +5% Sword Def, +5% Move Speed, -8% in Arctic, -8% in Desert, -8% in Jungle)
  • Heavy Platemail (-2% Attack, +4% Cav Def, +4% Spear Def, +4% Bow Def, +4% Sword Def, -20% Move Speed, -5% in Arctic, -5% in Desert, -5% in Jungle)
  • Heavy Warhorse (+5% Attack, -5% Move Speed, +10% Carry, -5% on Hills, -5% on Mountains, -5% in Forests, -5% in Arctic, -5% in Desert, -5% in Jungle)
  • Battlebred (+20% Cav Def, +20% Spear Def, +20% Bow Def, +20% Sword Def, -5% on Hills, -15% on Mountains, -10% in Forests, -5% in Arctic, -5% in Desert, -5% in Jungle, -20% for Dwarves, -20% for Elves, -20% for Orcs)
    May be items with very low biomes penalties could have some merit, if there were counter parts with bonuses, like there are on specific artic-desert-jungle and terrain items, but there aren't.

    Having severe penalties on generic items, it is only a way to punish people settled there, without a chance to avoid it.

    This is particularly big for "bows", all three items with the highest penalties are bows, and even more for elves, as the racial discovered blueprint lead to a bow with 18% all biomes penalty, making it useless for all the biome living elves (like me).

    I think this is really unfair, damaging a sub set of illy players, without any way for them to avoid it.

    So my request is to remove "ALL-BIOMES" penalties from all items
