In an alliance, you are pledged to help each other in war. The alliance may then have other plans or ideas, but that is the basic definition of an alliance.
A Confederation is when another alliance are allies with another alliance, whilst remaining independent.

What is the difference between a confederation and an alliance?  I have searched the forum and even tried to read a few minds.  You must have been asleep because that usually works.
