There should be a way of punishing members through the alliance system. Not that im planning on punishing anyone any time soon, but so far there is very little means of reinforcing alliance rules.

Players of note should be able to force limit military strength, or maybe send caravans to take resources or something.

I know this will be open to abuse but lets face it, if you are part of an alliance that is just stealing your resources or whatever then you can just leave and find a better one.

How about a tomporary raising of taxes, or introducing variable tax rates depending on position in alliance. Generally those who send  reinforcments/resources to nearby alliance members can be promoted and pay less tax. Where as those who disobey the rules can be demoted and forced to pay a higher alliance tax rate.

Its a good idea but alliance tax rates are usually unnoticable. Illyriads Chosen already has a basic ranking system but thankfully nobody has needed to be demoted yet. If resources other than gold could be withdrawn it gives higher ranking members more authority. I would rather someone take 10,000 gold off me than 10,000 wood for example.

I disagree.  There is already ways to punish alliance members by demoting them or kicking them out.  You can fine them, but it shouldn't be an automatic deduction.  The member whose treasury is in his own town, should be able to refuse to pay (and maybe face stricter penalties because of it).  How would anything automatic reflect  the "real world"?  If I'm sitting tight on my treasury, how did you get my gold?  Maybe we could allow offensive diplomatic missions against alliance members?  I refuse to pay so you send theives to take the payment then normal rules are used to determine success or failure?

I say that you should be able to send a diplomatic unit to a town. if the player in question does not acknowledge the fine they ignore that new unit. in which case they will recieve new punishments.

If they do accept the punishment however the units will return with whatever resources they were told to collect.
