Where are out trolls?

 

Eventually we get to build bridges to collect taxes on - "tolls" if you will" - which presents a new opportunity for trolls to emerge into our great, orcish empires: Toll Trolls. Trolls that demand payment from anyone using their bridge. They would collect fropm everybody, but could be convinced that the city which owns the bridge pays in coins that are worth far more than the average bridge-goer. This would result in a far reduced price for the person who controls the bridge, and heavily inflated prices for those who do not (the money still goes to the controlling city because they can "buy" literally thousands of coins with their "valuble" coins).

 

We could also fight over the toll trolls, as with normal sovereignty. Conflict leads to better gameplay ^^.
