What is the way? Put the taxes at maximum level and get the resources by sovereignty, or produce the resources in the city with a low tax?

I can use soverignty but i don't know what is the way.. the real us of this.

Enlight me.

Perhaps it's not useful for me, because we need after. I have a lot of resources, too much. Buildings cost/time always force me to upgrade storehouse or waste resources.

Sov. resource buildings provide a percentage boost, so if your base production is low, you won't get much of a benefit from sov. You should bring up your base production first (alongside your total population), then focus on sov.

I use sovereignty squares to boost the production time of cows.

You can never have enough cows..
