You need Estate Management, after Feudalism in the sovereignty branch of the tree.  But it's a pretty useless building.

It does lower the gold and research point cost of sov, but only for the first level of sov.  The costs for additional sov levels past level 1 are the same, so the savings are not huge.  Not saying no one uses it, but it's not considered a crucial building by most people.  Since there is a limit of 20 sov buildings, you can't claim oodles of sov at level 1 to take advantage of the discount.  Most people claim level II through V sov (depending on purpose).

I am using chancery of estates. It helps saved research points too..

I found it crucial when I started pushing tax to maximum per city to hold more cavs! 

Tho most people preferred to buy books, while my point is, having a +1/hr on research point is way cheaper than buying books.
