I'm trying to complete a quest that requires me to ship 300 wood and 250 stone, but whenever I try to send the resoources, I get the message:

Unable to initiate Trade!

Not enough merchants for this quantity

So, how do I get merchants?

You can build the caravans in your marketplace. You are able to build one caravan per level of marketplace - until you research the cartels skill which allows you to have 2 caravans per level or marketplace.
