1) Allow the creation of a building, or enablement of, an alliance bank. The bank can (eventually, with upgrades) store all items.
2) Make it upgradeable.
3) Enable permissions that allow alliance members to view, to deposit, and to withdraw, bank contents.

Nope as its open to misuse.....leave it as it is, just send the resources to a player who needs it
