well first off the disclaimer, i am a junior officer of T-SC so the following are my opinions and understandings based on IGM conversations i have had with other players. if any senior officer of T-SC says i am wrong about something then i am.
i currently know of 3 claims(there is a map on the T-SC alliance profile page with all 3 on it). and each alliance has slightly different rules on what it means.
SIN claims exclusive rights to settle for themselves, HALO and FAM, based on the IGM conversations i have had with them they do not currently plan on letting anyone else not grandfathered in stay inside the claim. HALO because they are close allies to them and FAM because the area is intermingled with a lot of FAM cities and they are also close to them if not exactly allies.
Broken Blades i dont know much about, honestly i had never heard of them before the land claim but based on their statement on their profile i am assuming they have a procedure for others to request permission to settle there with no issues.
now onto the T-SC policy. we claim exclusive rights to settle for ourselves, our allies and anyone that has received permission through our application process. we grandfathered in all current cities in the claim as well as grandfathering in all players with 3 or more cities inside the claim the right to expand without talking to us(we felt 3 cities proved they wanted to form a cluster and we dont have the right to interfere with that). we did ask them to inform us of their future plans as they decide them so we can factor their growth in with ours so that we do not get in each others way.
but what you are asking is why we made the claim. the main reason i pushed for it in our meeting about whether to make one or not was for planning purposes. personally i tend to plan city growth 3-6 months in advance and it is irritating to make the plans and then 2 days before i send the terraform to the spot someone else settles within the 10sq of that spot completely blocking me(especially when they say no i cant settle there simply because "BL is wide open and there are lots of spots in BL to settle you dont have to settle by your alliance"). also i see this as a conflict reduction tool by getting players that plan on settling the same area talking before either player actually settles the spot, this early in the planning stages it is a lot easier to back down or adjust where you are planning on settling to accommodate each others playstyles. i know for a fact this will not reduce wars if 2 alliances are planning on moving into the same area but i do feel by making public where alliances are generally planning on settling it will help other players decide on if they should move into the area or not.
another thing, as i find out about claims i plan on asking the member that made our map to update it so that newer players to the area have a single place to go to in order to find out who is claiming what. the in game map will only show at max 3 alliances at the same time, i know when i first started playing it took me a few days of looking at the map to get a general feel for where each alliance is based.
