When I first started playing, I wondered about this -- haven't thought again about it until now. Is there a good reason why resources cannot be dumped on a tile? i.e. by allowing "Send Resources" on any passable tile. -------------  |

| This is actually possible, just not in an easy or user-friendly way, probably because nobody thought there was any reason to want to do it :P |

| It seems better to err on the side of caution here. When people send resources to other cities, it would be quite painful to have all resources lost because you accidentally sent next to the city instead. |
