All the sieging stuff talks about cities. How about small places? If I want to capture a small abandoned hamlet or settlement, do I need to siege, or can I capture it without sieging? Ermm

The same process applies no matter the size of the city to be sieged.  Smaller cities are actually more difficult to capture since reducing the population takes longer.

The one exception is 0 population cities.  Those can be captured without any siege engines since 1/4 of 0 is 0.  However, the only benefit to capturing a 0-population city is that you can have a city without making a settler or settlers.  And you would still need the siege encampment research (which requires a level 20 barracks to research) and at least one unit and one commander.  You still have to set up the siege camp, wait 12 hours, etc. The only savings is not having to use siege engines.
